A Cambodian prisoner breaking rocks into gravel outside the Police Headquarters in the 'Liberated Zone'. This man stole the boots from the first Australian Federal Police (AFP) United Nations Transitional Authority in Cambodia (UNTAC) contingent, he was caught by the Khmer Rouge, who were going to execute him. However the AFP officers prevented this and had him put to work as there were no prisons.
