Berlin, Germany. 1941-03-27. His Excellency Mr Yosuke Matsuoka, the Imperial Japanese Member for Foreign Affairs, on the left, and General Joachim Von Ribbentrop, Minister for Foreign Affairs in the German Government, being driven through the city. Mr Matsuoka was visiting Germany to discuss military and naval strategy and to consider Japan opening a second front against the Allies in the Asian area.
